This picture was taken on a sunny day, I'm walking with my best friend from kindergarten to the place she's taking me for lunch. These pigeons are sitting on a heap of sand on the side of the walkway along the parliament's building. The sandy pillars in the background are the side of that building. Locking in the heap of sand is a construction-site-like fence. When taken through the fence, the picture ignores this encagement and frees the pigeons. Of course, the pigeons can come and go where they want since the top of this scene is open to the sky. Still, I'd like to imagine they were locked up somehow. I have no clue what was with the heap that made it so interesting to them. Was there food to be found? Probably.

People say pigeons are flying rats, which is funny, and it's true. They will be satisfied with anything the city has to offer. They're everywhere, especially in The Hague.
